MARS allows smaller municipalities to have all the functionality of the larger municipalities, without the upfront cost of an access system, by using their website as a communications media with their residents.

Most people visit municipal sites to find out what has been agreed at council and other committee meetings, to ensure transparency and see that their interests are being met. MARS allows users real time access to agendas and council minutes as soon as they have been drafted.

All city bylaws and proclamations can be posted online to allow the citizens to have real time access to such information, so they are aware of their rights and obligations. The database allows for archiving past minutes and by-laws, so interested parties may search for this information without unnecessary verbal or written requests.

Users are also able to source all forms that can be hosted on the database. This encourages constituents to retrieve and complete forms before submitting them, speeding up processing and de-congesting administration. This results in happier people and more efficient use of staff. This also allows the possibility of reducing some administration functions down the line.

MARS ensures ease of use so existing staff, non IT proficient people, can post information after simple training. This allows smaller municipalities to have a professional image with minimum investment. MARS does not require the skills of a webmaster.
